I have noticed this too with my D-Link DSB-C300. It seems to happen the
most at the higher resolutions while streaming, presumably due to the
long interval between frames. I have seen it with single frame captures,
but only about 1/5 of the frames are over/under exposed. I assume it is
a deficiency in the camera's AGC algorithm that causes it to repeatedly
overcompensate and undercompensate for lighting conditions. There might
be a register setting for the AGC's damping factor, but I can't say
since I don't have the docs with me right now. AGC could be done in
software if we think we can do it better, I suppose.

My mail server has been having problems resolving his hostname too. The
mail does eventually get through, though.

Now that I am done with all of my non-Linux work for the next few
months, I will be able to keep our code in sync. I will merge in his
changes tomorrow.
