The bylaws are tied up with resource consents and apply to ALL antennas with greater 
than a certain radiation field density. The Christchurch laws use a more stringent set 
of levels than the national ones - which makes the resource consents (much) harder to 
get !!

The building consents (which are conditional on resource consents) are more concerned 
with size, mounting etc etc etc 

BTW - the radiation level limits were in place well before ADSL rollouts started  :-)

$350 for an 802.11 card, about $800 for a high gain base antenna.  You could
get away without the base antenna if you only wanted 50-100m coverage
though.

If the CHCH by-laws are the same as ours you'd not need a resource consent
or planning permission assuming the aerial didn't obscure anyone's view, or
sit more than 3 feet above the peak of the roof of your house.
