Yes, it is installed at the same time as the kernel, as both require changes to lilo.conf and a run of lilo. Done by the distro installer which doesn't bother asking before spending 75k of disk space on something very useful. Kernel and memtest are related as far as starting them go, you pick either and they're loaded weith the same mechanism. The distros you mention obviously lag behind SuSE by a number of years in this one then.
