For installation that's correct, not until you are happy configuring and 
building a kernel as a bare minimum. Just an opinion mind.

For using it, it's essentially the same as every other Linux, and Gentoo 
package installs and upgrades are just magic, so _anybody_, even a 
Microsoftie :-), could use it and keep it going.

It's the installation which is distinctly non-trivial.
