Vik is an artist of some considerable skill, therefore I think he means 
'images' in the sense of 'pictures'.

I have not heard of any open licences for pictures.

What are you wanting to achieve Vic?

Do you want people to be allowed and enabled to alter your work?

Please correct me if I misunderstand you, but do you want ensure that any 
expression of your work, or a derivative thereof, when printed on paper, to 
be accompanied by a machine readable file of similar resolution to the 
original, thus enabling the receiver of the work to alter it as he feels fit?
