The policies and procedures are written in word so could be saved at
html.  One or two intranets I have seen allow users to save a link to
the document in a database so you may have fields in a database that
record things like title, description, code, category and url...that
type of stuff...and therefore it's a little more complex than having a
simple list of documents you click into.

what format are the policies and procedures in? I assume they have been
written - if so, convert them to html and stick them in apache.
