You probably don't want to adjust a process' nice level all the way up
to 19, at least with the new O(1) scheduler in the 2.5 series kernel.
The effect of nice levels is much more pronounced with the new
scheduler, and therefore a nice level of 19 should only be used when you
really mean for a process to get only idle CPU time.
