gimp-print does control the printer. It is made of many independent parts - the gimp-plugin, the user interface (yes, you can use the GUI without gimp), the colour handling, the dithering, and finally the printer output itself. You can bypass the colour handling and feed in raw CMYK (or CcMmYK) to the dither engine, allowing complete control. BTW parts of gimp-print can also be linked into ghostscript to provide ghostcript with its backends. Even the ones which are supported I don't think work with the photo inks. Epson have been a bit more forthcoming, but still not complete.
