I have a mini-ITX at home.  It is the C3 based 800MHz EPIA-800.  It has a 
fan, and the fan is noisy.  I have a seagate Barracuda IV hard drive which 
is almost silent.

At work we have an EPIA-V 500MHz, which has a fanless CPU.  We have an 
CF-IDE adaptor with 128Mb Flash.  It is silent.

The VIA BIOS supports PXE so you can boot off the network and not need a 
hard drive at all.

I think even the 500MHz VIA processor is adequate for web-surfing, email 
and wordprocessing, and they're not expensive either.  The 800MHz mini-ITX 
I have at home is my main PC, running Debian, and I use a 200MHz Pentium 
laptop to VNC into it a lot of the time.

Once you get solid state, silent components, the only problem you will have 
is mains hum...
