I am not sure why this is "sad but true" or a "fear". LPI is a professional qualification, so logically people will want the training to lead to the qualification.
OK some people will do the course simply for personal edification, the same as some people might attend school for 13 years and sit no exams, or go to university for 3 years just "sitting in" on lectures, but not getting a degree. However I suspect that most people attending a professional course will want to sit the exam, so it can go on the CV.
