Mount gives....

/dev/hda1 on /mnt/windows type ntfs (rw)

but it will not allow me, even as root, to delete or rename files.

What does the mount command with no options say about the ro/rw status of
the 
partition? 
Have you tried re-mounting the partition read-write?
mount -o remount,rw /dev/<ntfs_device> /mnt/<ntfs_mount_point>

man mount  -- ( no thanks :-)  for all the gore.
Note that Linux writing to a ntfs partition is considered experimental!
