I purchased a PC from DSE for that reason alone...unfortunately they seem to have canned selling the machine, since very few people took the opportunity to buy one. On top of that the training provided to staff to actually 'sell' it was basically nil...
How many "home users" actually install Windows?
Mostly those who obtain it illegally...who in this country actually goes out willingly to spend that much even on an upgrade?
