Paradise allocated me a single static ip number out of their pool.

The Cable Modem I have from them, an older SB3100, offers a dhcp server for up
to 32 numbers. It is configured via its web interface on 192.168.100.1

If your friend does not yet have a firewall, please, please negotiate to set
one up for him. IPCop has a builtin DHCP server which does indeed work.
An old '486 will do, but you will probably need a bigger disk and a bit more memory
than was common in those days.

While Paradise purports to have a mail virus / worm filter running it is far from
perfect. i.e. I have seen several attachments arrive in mails which are removed in 
later
copies of the same email with a covering spam from P. telling me about their Brightmail
system. So emphasise to your friend the safe computing rule about never opening an
attachment from an unknown source.
