Testing is just any unstable package which hasn't been changed for 2 weeks. Also I would say that Fedora is the equivalent of unstable (looking at this description on the redhat website)They call it unstable for a reason. Testing and unstable are NOT released, unlike Fedora Core 1 ... Unstable will never be released.

The thing with Debian is that if you want any recent software, you have to run unstable or testing. Stable has been tested to death, so yes I would expect bug reports to be responded to quickly, although the only updates that are done are security updates.
