1. Total security cannot be achieved; any machine can be broken
into if the attacker is willing to use torture. [Muhahahahaha]
2. Sending information over the Internet unencrypted may be
something that all institutions have to do in order to
communicate with govt.nz.

*care* about your student information? True, they could change
your grades, but it would look odd if Carl Cerecke Ph.D did
*not* get strait As. They could add to your student loan, but
would anyone notice?
