Outragous! They don't even have to take any care whatsoever, it's never
their fault. Let the customer sign a no-rights-whatsoever form...

I would cross out that part and sign it, and add a note that any
unlawful disclosure, even accidentally, will be reported to the
respective authorities. (Surely there's something to report to?)
Also add a note saying explicitly that you do not agree to that part of
the form.

Next thing you could do is forward a copy to The Press, with a covering
letter outlining
*) handling private information by law requires appropriate care regardless of
   the internet
*) sending confidential information unencrypted is technologically
   sub-standard (are those jokers an institute of *TECHNOLOGY*?
   ROTFL...)
*) questioning why they have to transfer this info over the internet in
   the first place
*) question whether they can contract out of legal requirements in the
   first place

Depends on how involved you want to get...
