I think the easiest way to get to where you can sort this out is....

Start>(Settings)>Control Panel>Administrative Tools>Computer Management>Users 
and Groups

That is (from memory) for Win2k but much the same for XP

Once there you can take users out of the administrators group, change 
passwords etc.
