Yes, as I understand it it was a mistake made when putting together the 
package.  So, when you install the 2.4 kernel option in Debian woody you 
get a broken Konqueror (https doesn't work) until you do something to fix 
it.  I haven't bothered and I just use Mozilla when I want to access a 
secure site.
