Yes, you may need to disable both DPMS and the basic X screen blanking.
The best place for the xset invocation in your case will be in the login
manager's startup scripts, so you're already on the right track. Take a
look in /etc/X11/*dm--there are probably existing xset invocations you
can model your change on.
I don't have a Debian box with X installed on it handy, so I can't point
you to exactly the right spot. I hope that the Debian stuff will allow
for user hooks into these scripts so that you don't need to edit the
ones supplied by the *dm package.
