~/.bashrc is not the right place to put X-specific stuff.

~/.Xsession or ~/.xinitrc can be used, but these are user-specific, which
may not be want Jim is after.

Ah, found a Debian box with X installed.  There's a /etc/X11/Xsession.d
directory that looks like what you want--drop a script in there and it
will be run for any user when X starts.  See Xsession(5) for details.
