I assume you've tried 'hdparm -w /path/to/cd-writer' and 'hdparm -L0
/path/to/cd-writer' already? You did mention hdparm, but not what
options you tried.
The other thing that may work is holding the eject button down for a
decent period of time (usually > 10-15 seconds). On some
removable-media devices, this will perform a drive-initiated reset.
