Ah, I see.  I haven't seen any disclaimers like that in relation to
thise service (I haven't looked for any, either), but it makes sense.
The service does not have _guaranteed_ latency like you can get with
some business-class connections, and the ISPs (and Telecom) want to make
that clear to people who assume otherwise.

So, there are no latency guarantees, but the latency is almost always
quite good, and certainly suitable for those sorts of services, as long
as you are aware that the latency could, maybe, shoot up way at any
moment, and the service provider can't be held responsible.

With small packets, I see average latencies to local sites of around
60ms, and to well-connected international sites of around 180ms on my
connection.  For a 1500 byte packet, add another 30ms to those figures.

It's certainly not the service you want to be using if you're doing
real-time live-across-the-Internet medical operations with robotic
manipulator arms. ;-)
