I see a problem with your IP addresses.

If you have a subnet mask of 255.255.255.252, then the valid IP
addresses in that range are:

10.0.0.136 Network Address
10.0.0.137 Valid IP Address
10.0.0.138 Valid IP Address
10.0.0.139 Broadcast Address

You have your IPCop box on a broadcast address.

I would advise either changing your IPCop box red interface to use
10.0.0.137 or change your subnet mask to 255.255.255.0.

That may not be your only problem, but it is probably worth fixing.

The other thing you could possibly do is use PPTP to connect to the
router (if it is supported on that model) from the red interface. 
That will give you the external IP address of your router on the red
interface so you won't have to forward all those ports from the router
to IPCop.

I don't know if that is supported on the ST Pro routers.  It works
well on my ST Home modem.
