Not 100% sure, no doubt it is some sort of rebadging/rebranding [1], but
they seemed flexible on specs, and the suggestion that was left in my
mind was that they were putting the things together. 

Looking at their site today I notice this model,
http://www.globalpc.co.nz/proddetail.asp?prod=SY03001 which states:
"This system does not come with operating system"

A google on the model number "FIC WBB55" leads back to Global PC as the
top hit, so I'm not sure what conclusion that leads to, but it seems to
be some sort of "no badge" box thatpc shops can customise and put a
sticker on.

Wherever they come from, the point is its an OS-less laptop :-)


[1] in that a chch retailer obviously doesn't design and build
motherboards and cases on its own!
