To be fair, though, the cost of installing an entirely new, modern, future-proofed infrastructure is crippling. When it is needed across a country with a population (read "market") no larger than an average city (by world standards) and spread rather sparesly over the entire land mass; then it is not really a feasible proposition. I certainly don't want to be a Telecom apologist, however, because they bought (??) a ready made infrastructure at a bargain price.
