I wouldn't go that far, its just that the view is that most distros should be able to handle the needs of someone doing web development. I wouldn't be so sure, as it depends on what you are developing. Web development covers a multitude of stuff these days, including stuff I know nothing about like java. applets. tomcat. servlets. mono. ajax. If you are writing static html pages or standard LAMP stuff most distros should work for you. If you are into really cutting edge stuff, it would pay to check that the specific app you want to use works easily on the distro you choose.
