Should be trivial. Two column document.
\documentclass[twocolumn]{article}
You can switch between 1 and 2 columns at any time (causes a new page to
be started) with \twocolumn / \onecolumn.
Set the length \columnseprule to the desired thickness of the vertical
intercolumn line.
The numbering is achieved with \begin{enumerate} \item ... \item ...
