girder is reputedly good IR remote software for windows. I am not sure what you mean by PDA remote control, but many PDA's have infra-red, but its of a different protocol to what most consumer IR devices use. Not to say its inpossible of course, but there are lots of consumer ir devices that are more practical I suspect.
