Electronics goes haywire, or precisely put - into undefined states unless there is a constant supply of adequate power. On cheap devices with dodgy reset-circuitry, the electronics hang themselves, oops enter undefined states, without being restarted by a reset after insuffient power supply. So yeah, blame both the electricity companies and a less than well-designed appliance.
