No. 256kbit is nothing. Even the old wireless standard does 11Mbit.

I don't see a reason why the system requirements for ipcop and pfsense
should be different, but pfsense is also suited at corporate level where
there's a bit more than 1 computer and adsl, so the specs are set
higher. It's more to do with the firewall's environment than the
firewall itself.

Your download is less than 256kbit when you know more than that is
available to you from the server to your ISP.
