A tip for getting the newest version: if you don't want to upgrade your system to the 
"testing" distribution, then download the 2.32 source with

apt-get source dnsmasq

and build a binary package with

fakeroot debian/rules DBUS= binary

The DBUS stuff inhibits use of a library which is too old in Sarge.

Does anyone understand what this means?

I don't understand how to make the binary...

I typed

# make
# make install

I tried typing

# fakeroot debian/rules DBUS= binary

But got an error...

bash: fakeroot: command not found

So then I installed 'fakeroot' with apt-get

But then I got another error when I ran

# fakeroot debian/rules DBUS= binary

Has anyone run dnsmasq 2.32 and had it running on debian 3.1?
