It would be wise to note alot of the webhosting companies branded as "kiwi" or "nz" company,
often do not host within New Zealand.

This can be proved via a simple traceroute, at over 200+ ms away, I would recommend using a NZ based and hosted company especially if his site is of New Zealander target.

Personally, I use freeparking.co.nz for my dns, mainly redirected to no-ip.org to run (slowly) from my own server. Useful for showing development work to clients - which is not always a good idea!

The cheapest isp I found was kiwiwebhost, who do a $1/week plan that offers 10MB diskspace, 1GB/month bandwidth, mysql, php, perl, python.... and when you run out of diskspace, upgrading is easy.
