I'd suggest that you take the 'phone wire out of the modem and plug it into an 
ordinary 'phone to check that the modem is fibbing.

Make the initialization strings as simple as possible. Start with just ATZ.
If that works. All's well. Otherwise take the defaults out of minicom and use 
those AT commands.

Also for the purposes of test, I'd pull the ltmodem card out of the computer, 
because you could well be having some sort of interrupt clash or some such.
