There is no problem with installing gambas with mepis. The problem is
with the operator. I just installed it on mepis (on vmware0 in a few
minutes. Including download time.

As far as an analysis of the differences between 1.0.13 and 1.0.17, i
don't care enough to find out. But Alan has the source file and can
presumably read. There is likely to be a file called changelog,
changes, news or similar. if not, the website for gambas is likely to
tell you if there are any significant differences.
