What's more, when I attempt to engage in technical questions I get told
very quickly that I've over used my quota.
I guess over using your quota isn't hard on here as few people start new
threads each day with technical questions.

Personally I post on clug as a way to keep OUR community a float.
I'm not only looking for answers (hell, that's what Google is for) I'm
looking to communicate what I'm up to, where I'm at and leave the mark
that I exist if others want to pick my brains.
Frankly I wonder if it's time to wrap the mailing list up and migrate to
a web based forum so you can manage it better.

When I'm setting up forums sites these days I just suggest that people
adopt the WP rule set rather than writing their own. Why? Because it
works.
