I read somewhere recently that some hard drives don't re-regulate on
the 5v and if they don't get enough from the PS (say, 4.5v) they die
quickly.

No idea if it is true though.

How do they kill hard drives?

Sometimes power supplies blow up, frying the lot - not restricted to
disks, hard or otherwise.
