In /etc/sysconfig/boot set PROMPT_FOR_CONFIRM. You might also want to unset RUN_PARALLEL and set FLOW_CONTROL. Obviously booting into the non-booting system to make this change is a chicken-and-egg, but any other of the gazillion solutions for modifying a non-booting Linux will do.
