Hi-ho,
Can't recommend a product, but am interested in the comment about CCC
being too expensive for the data, what did they want to charge you?
For the 'Off topic' crowd, this is distinctly on topic for a FOSS list,
this is about the freedom of information.
The PRA (Public records Act), LGOIMA (Local Government Official
Information and Meetings Act) and the OIA (Official Information Act)
clearly place information stored by government (local and central) in
the public arena unless there are good reasons it should be kept
private. ("Good reasons" are defined in the relevent legislation = lots
of legal jargon)
Under LGOIMA they should provide that type of data, and can only charge
"reasonable" costs for collating and presenting the data.
Additionally they cannot claim vendor copyright as an issue for it, as
LGOIMA indemnifies them from being prosecuted for disclosing copyrighted
information under the act. If you use copyright information disclosed
as the result of a LOGOIMA 'discovery' request for commercial gain or
outside the terms of it's original copyright then you are liable, not
the council.
We have the Selwyn District cadastral and road centre lines at work (I'm
IS mgr for SDC), and may have a copy of the CHCH data as well from the
UDS project lying around. I'll forward your list email to work and see
what we've got on Monday. I will happily give you the data for free if
your use is non-commercial.
Cheers, Chris H.
