Double-check the power and data connectors to the hard drive and the
motherboard.  Ensure all I/O cards are securely seated in their sockets.

It could be a PSU dip- try disconnecting the CDROM drive (if you have one)
to reduce PSU load.

Try disconnecting the hard drive and booting from a live CD (um, after
reconnecting it) to test general booting ability.

The Caps lock LEDs a blinking with an error code I believe, but I don't
know where to get a list of codes and their meanings.

The only way to capture a log of bootup messages (when there is no hard
drive) that I can think of is to have a serial terminal (with logger)
connected, and a kernel option which uses the serial port as the console.
