I'd recommend a VIA mini-ITX motherboard, or Soekris.  The mini-ITX form 
factor is now a defacto standard size, but the Soekris (I think) is a little 
more unique.  The VIA boards have standard I/O sockets for video, net, usb, 
RAM etc.  I have used many VIA mini-ITX boards, but never used Soekris (but 
it's the brand that always pops up for enquiries such as this).

There are some models of mini-ITX board which require only 12Vdc (and have an 
onboard dc-dc converter).  There are also a range of 'car' PSUs which take 
12Vdc in and supply power to a standard ATX header.

Use PriceSpy to track down local suppliers (I think Ascent sells mini-ITX, but 
I don't know what range they stock).
