In many cases the forged addresses are randomly selected from the spammer's mailing lists, but occassionally they select addresses of people they want to attack or discredit. Sending a few million e-mail messages to addresses on the typical ``millions of clean e-mail addresses'' CDs generates a lot of bounces which may go to the forged addresses. This isn't a new tactic, but what's known in anti-spamming circles as a ``joe job'' where the spammers forge From: addresses resulting in complaints to the forged addresses.
