guess it would have helped to mention that this is kde 2.1.1on a stock COLeD2.4 kernel of 2.2.14
 
with all other security updates.

/opt/kde2/share/config/kdm/kdmrc configures kdm in KDE 2.2.x,
/opt/kde2/share/config/kdmrc controls it for earlier versions of KDE2. There
was a major change to kdmrc from 2.1x to 2.2x.
Look there for clues.
