Michael makes reasonable points.  I think Linux would be better 
served by trying to figure out and address why this doesn't work, 
rather than trying to blame the user (or Windows) again.

ATI at least makes some attempt to accomodate Linux.  However I have 
no experience with recent ATI cards on Linux, my main Linux box uses 
an older ATI Xpert98 card. (which was detected and worked like a 
charm during Caldera eDesktop 3.1 installation... don't ask me about 
getting the Thinkpad to work tho..)
