The best mail client is one that
* is available for your environment
* has security fixes made available
* functions as you expect and lets you get on with your work.

And its not necessarily the same programme for all users.

This is a feature that should be in your backend mailserver, rather than 
depending on the client to be running and doing this.


Try researching for cyrus imapd (your imap server) and sieve (to handle 
the serverside filtering).  Use postfix or exim or sendmail as the MTA, 
whichever you're most comfortable with.


As the client, I suggest thunderbird plus some extensions.  Its got 
plenty of community behind it.
