Well, all unassigned code points are marked "shall not be used" already.

What was needed was to reserve more than 34 (FFFE, ...., 10FFFF)
"not-a-character"s for internal use, and the chosen 32 new ones were handy
(in the BMP, consecutive, and in a block where no more allocations will be
made).
