Here is another iteration of the SCW control function definition, to
allow users of terminal emulators full control over whether single-width
or double-width glyphs will be used:

This version uses the default parameter syntax and is considerably
simpler. I dropped the idea of having an option to force the display of
control characters when I discovered that ECMA-48 has already the
CONTROL REPRESENTATION MODE (CRM, �7.2.2) mode for exactly that purpose.
