In commonly used words, but that is considered to be an alternative
spelling.
Otherwise, it is OKish to write "sh" and "zh" when
(for technical reasons) politically correct "š" and "ž"
are not available. In practise, nobody cares and everyone uses sh and zh.
(I know a native finnish speaker and I explicitly asked about this :-))
