I don't think I would be the right person to maintain these, because I
don't even have a copy of JIS X 0213, nor do I have a sufficiently
detailed understanding of Han issues to handle the maintenance of such a
mapping table with any confidence. All information I have is

Have a chat with the Unicode gurus (Ken Whistler, Rick McGowan). Perhaps
they can be persuated to copy these into the OBSOLETE directory as an
