I have a linux application that uses the Logitech QuickCam Pro for
Notebooks (vendor/device id 0469:0991). I am using openCV to grab the
frame and then display it. I get 15 frames/second wih this app. If I
plug this same camera into a Windows box and run the same app, I get 30
frames/second. I'm trying to understand what is causing this difference
in frame rates.
Does anyone have any ideas on what could be going on?

Hi,
Because this cam use exposure with auto priority. Disable it and you
will get your noisy 30 fps.
You can do it with:
uvcdynctrl -s "Exposure, Auto Priority" 0
