I wonder if it has to do with the way the SLAAC address is generated
from the MAC address which could be not compliant with what the RFC 6282
expects.

AA-00-00-00-00-00-00-04 => fe80::a800:0:0:4/64
00-00-00-00-00-00-00-04 => fe80::200:0:0:4/64

I'll have to read a bit more about that.
